Unable to save a transport plane design due to the designer requiring secondary weapons, but no options appear when I click on that slot. I've added every basic and intermediate tech to the nation and tried again, no dice.

Just to follow up, the issue has been fixed. I unsubscribed and re-subscribed and the changes populated, I can now make the cargo planes.
