I've noticed that whenever I load into a previous save (without opening it via the continue button), all laws reset to their lowest level.

Certain buildings and settlements are not connected and are unable to reach, like one of the walls at the base for the military including the factory as well. Rostok also suffers from some things not having connections with some buildings and railroads
