Talk to them outside of town and village and dismiss them, that's the way it worked in vanilla kind of weird make sure you take your stuff off them before you do as they will take all their equipment.

To elaborate:

Leave town, click on your clan menu, click on the individual and somewhere under their name will be the option to talk to the individual, click that and start the conversation about their status in the clan, pick the option their services are no longer needed.

I verified this works.
