I'm having the same issue as everybody else. The reuploader didn't bother to fix the issue and even disabled comments.

Unfortunately, I wasn't able to find a solution for the end scene with the two rebels not starting, but I found a functioning version of this mappack on Garry's Mod's Workshop: https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2954791793

Follow the instructions on the description, but instead of loading map "street_hazard_1", load "street_hazard_3" and go from there. You can also set the difficulty to Normal or Hard by typing "skill 2" or "skill 3" in the console before loading the map.
