Because it is a concealed/ disguised weapon. It's a gun disguised as an umbrella.

Now I kinda get it. However, it seems way to big to be a spy weapon, which are all incredibly portable and smalll.

The Spy is capable of using a GOLDEN FRYING PAN as a weapon. A GOLDEN. FRYING PAN. Besides, it's an umbrella. I'm pretty sure spies in spy movies have used weapons disguised as stranger everyday items. Why not let the Spy use a weaponized umbrella?
