This is intentional, as it's one of the closest range weapons in the game and doesn't really require any aiming, since it has such a large spread and is mostly used on yourself anyway. We found that having a reticle doesn't improve the weapon's usability, and we've yet to even find a reticle that we think suits the weapon anyway.
