Both currently implemented ACTs will give you steady LV gain while active, regardless of distance from your opponent. They have the same IASA and give 1 Super Meter once it runs through before they loop, along with their individual effects:

Patience - 1 point of Super Meter every frame (1 bar = 125 points)
Indulgence - 2 Super Meter bars every time you take a bite of chocolate.
