As a Non-Limbus player i will be the bad guy and point out removing mortality debuffs is extremely powerful and the skill 'I AM THE PRINCE OF THE PARADE...!' already is an incredible recovery option that triggers his 'execution crits' if anything the mass bleed effect is what should be looked at as it is incredibly dangerous to the team with no current way to interact with the downside.
From using the class so far I believe shifting the bleed chance on enemies to (120% scaling up by 10%) and (90% scaling up by 10%) would give sufficient ways to build around the move as well as provide an option to the player to leave it unleveled if they don't want to risk the incredibly dangerous team bleed ( even if you cure it at first opportunity there is still a chance of it killing an ally with bad luck especially at champion where you will most likely need the self healing of the skill.)
Sixth Kindred at the moment already block other diseases which is a very strong upside as it is and getting free health on a bleeding target on a class that primarily inflicts bleed could lead to 'I AM THE PRINCE OF THE PARADE!' becoming pointless as a skill
The Extra damage when bleeding could be a fun effect to have on one of his trinkets especially with his low bleed res and high hp since then occultist's bleed heal suddenly turns into a potential upside.
The class as it is now functions well as part of bleed teams as one would expect but also as a clean front-line cleaner finishing off low health targets or even as part of cleave focused teams thanks to both a front and back-line cleave options letting him focus damage a little more where it is needed.
