On the raiders dropping 5k weapons even though they are/were blacklisted: It looks like the raiders at higher difficulty tiers actually drop a generic InventoryItem type item, and the only way to distinguish between the containing items and their actual class is through the detection of an interface called ItemAttackerWeaponItem.
Detecting this interface being applied to a InventoryItem contained Item class seemed to resolve the issue. Hopefully this saves someone a couple hours.
