If the player has any stress from cigarettes, regular stress will tick up infinitely for whatever reason. This is not a mod conflict, as I tested with only Stat Tweaks and Error Mag enabled. New character, no traits, if you add stress from cigarettes to them their stress infinitely ticks up. The effect is the same for characters that have stress from cigarettes added naturally.
