No that is correct, there is no hard dependency. A fallback assembly is included in this mod, which will be used if the Harmony mod is not present.

I see something about mid-save saver, but unsure if that is the issue or it is the updated Fishery and Performance Fish. (Recently updated and I downloaded them today.)
Unfortunately there is no clear indication in the log about which mod is conflicting, but my guess would be some mod like Cherry Picker that also filters game content.
Can you try removing Cherry Picker and see if the issue still happens?

notably, world tech level IS compatible with my little planet. my little planet also works with realistic planets continued, so hopefully the fix will be easy.
Yes, Realistic Planets Continued completely replaces the vanilla world creation UI. So the only way around this is to make a separate Harmony patch that adds the slider into their UI as well. I've added it to the list of planned patches.
