I cant help with finding the punch card, but I can hopefully help with what a barter item is.

A barter item is just a item that can be traded WITH a npc not that you get a item from a npc hope that clears at least that part up for you

You can find the punched card inside the submarine on the AP-19 russian deadzone, since this now has an inside, use the ladder it has on the side to enter the hatch. The punched card spawns on a table as a pickup that respawns, this table is close to the control room of the submarine.
