Special Shipyard: Bakura
Does anyone know if Bakuras Special Shipyard can be constructed (as the Rpublic)? It appears I can not, I built also a Capital Shipyard to see if you need that too, but it does not show up (unlike AoTR)

I imagine it wouldn't;
from a lore perspective, the Bakura Destroyer really wouldn't be around until the New Republic part of AOTR; Clone Wars is decades too early for that.
