Enemy not upgrading Tech
Anyone else having an issue where the enemy will not upgrade their tech level? I thought this was an issue with past mod files so I deleted all files on my computer and reinstalled the mod. The AI is still active as it will build units and invade planets, but will not upgrade tech, even at week 100. Anyone know if this is a mod issue or a problem with my game specifically?

I think is just bad luck, same if freighters are not moving by say round ¨30. If so start a new campaign.

I had this tech issue once (1) in one of my many, many AOTR campaigns with one of the enemy factions refusing to tech up. Could never figure out how to fix it. In the next campaigns it worked just fine.
