Risked it for a biscuit and removed the mod, lag seems to have disappeared with no other errors in the log.

It's still weird, my pawn is still not making the surstromming and standing after the ingredients are on the table

Steam didn't update your mod, I tested it
Do you know what it would take for steam to update? I've subscribed/unsubscribed from the mod, relaunched the game etc. It's still there.
You might have to physically delete the mod's folder from Steamapps
No, it is specifically a problem with your game setup, not a mod incompatibility. Somehow, you have a friendly faction with null settlement names.
Only thing I can think of that would cause this is removing mods from a running save
