Edit; I was able to get in by using the Irony mod manager, and loading the json into that.
Another user experienced similar. Haven't been able to reduplicate yet
Mod would need an update most likely. This occassionally happens in my games too however being patient and waiting some minutes usually solves the problem and the game continues after some "time of consideration".
I too think it happens when an event fires and especially on large galaxies (3500 systems).
Yes, as I wrote being patient is the clue. ^^
