I made a discussion here before where I had the same bug. If you have any Arccw addons, disable them. That should fix up the stupid bug.
I honestly don't know why Arccw causes them and nor will I ever figure it out why. If you don't have any Arccw but STILL have this issue, then I'm afraid I can't help you.
