I found a different room with balloons; my game told me they were from a mod I have called Garry's Anomalies (https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=3588275777). I don't know what they do nor why they are in the map. The mod isn't listed in the requirements nor the description so who knows if they spawn without the mod or not.

Update: Found the same balloons on a Construct remaster map; seems Garry's Anomalies just spawns them.
