There are MAJOR and I mean MAJOR issues regarding balancing.
As I'm writing now, This beast currently has 7 guard breaks (one of them being 1 frame while 4 of them are less or equal to 10 frames), 4 Free cancels, Starts at level 2, Has a "hitstun until fallen to the ground" move that is only 4 frames, Bullrush which if you were somehow lucky enough to parry it and continue to parry it for somewhere around 15 times in a row, YOU DON'T EVEN GET TO PUNISH THEM.
These are just some examples i can find with my limited time to test (5 minutes)
What i recommend you to do now is to:
1) tweak some of the frame data for some of the moves. For example: changing that 1 frame guardbreak into a joke guardbreak that is 20 frames or better yet, turn that move into a hustle-type of move.
2) Next you can try to limit some of his options while he's in the air. Right now he can(i think) use almost if not all his moves in the air which is quite unbalanced I'd say.
3) After that if you really REALLY want the 4 free cancels, you can try balancing it out in some way, maybe if he had lower health? That would make it more balanced.
4) About the levels at the start of the match. Ask yourself this: Does he really need them?
5) Less. Guardbreaks. OR better yet, You can make the guardbreaks have higher frame data but increase the damage of them so they would feel satisfying if you guardbreak someone with it.

for reference, the fastest vanilla move is 3f (grab), but most are around 5-10f
if a move is shorter than 4f than you are high
