Nair is WAAAY too big for its speed. I know it only deals, like, 4 damage, but even if it did 1, its utility at moving opponents around the stage and setting up fairs and such cannot be understated. Consider slowing it down considerably, shrinking it slightly, and adding a bit more damage.

Nair's hitbox is smaller than it looks, only being about half the size of the sprite. It still seems kind of OP though, so I made it have more start up.
