That setting is not for players and it currently it only works with the SOG DLC (the SOG enemies are always yelling). There is another setting "d_ai_silent" that will keep friendly bot talking to a minimum. But that does not affect players either.
The blue channel (global) is disabled for VON microphone chat in Domination. I think the intent is to reduce interruptions by griefers.
