Bug? Covert Action: Intense Training.
Not sure where to write about this, if it's part of the base game or a mod.
I have a Covert Action for the Reapers called "Intense Training" which grants +6 hacking to a single soldier. I can select which soldier, but then I cannot start the operation. The "Confirm Action" button on bottom right is always grayed out.

allright. none of the "Intense Training" missions work.
I have 3 of them right now. One for each faction. Each requires 1 soldier.
The Confirm Action button is always disabled no matter who I chose.

These cost 5 XCOM AP, so if it is greyed out, that means you don't have enough XCOM AP available to spend
