its only for YOUR workshop items not anyone elses

You go onto the map itemtest then enter into the console "itemtset" (no quotes) then you will get a hud where you can then test out items that exist in the game or you can import item files if you have any. I am not sure if cheats have to be enabled though

No, they don't need to b e enabled, but it kinda messes with the game so it is not such a good idea.
