The TF2 workshop doesn't let you directly download the files. You vote for items you like, and the more votes it has, the greater chance Valve has of actually adding it into the game. Many items have mods links available in the description. This one does not, as creating a taunt mod is considerably more involved than just uploading it to the workshop.

Ill tell you how to do it. You wait .... and wait .... and wait .... and (20 days later) wait until valve decide to add it. Then you pay money for a crate and hopw you get an unusual version and no dubs of all the other taunts. Simple

if it is a mod, then get the mod and epuip it, if it is not,THEN BE F***ING PATIENT UNTIL VALVE ADDS IT THEN...do what captain says.

Type "unbindall" in console, press alt+f4, delete system32 and reinstall, then it should work.

You don't install it, you suggest the item should be in the game. But if that takes to long the go into the console and type unbindall then press alt F4 and delete system32.
