cosmetics never has stats
The only sets that does something major are the Alien: Isolation cosmetics, but they don't give the player an upper hand against everyone.
If a Scout wears the Alien set, and melee hits a Pyro with the Helmet/Flamethrower from the same game, he'll do about 200 damage, but the Scout will also recieve a massive amount of fire damage from the Pyro if shot.
Since they only counter each other, and the chance of two players using these cosmetics, would be on the same server, is pretty slim, so Valve allowed it.
It is also possible that Valve was payed to do it, and since it's not game changing, it was allowed.
However, it could be possible that it would emit a special particle effect, similar to the Saharan Spy set.
When people refer to "Stats" in TF2, they usually talk about for example The Black Box, the way you recieve 15 health from each hit.
Effects on the other hand, is harmless stuff like Pyro Vision, it does nothing but change the way the map looks for the player.
