there is a chance he spawns seagulls, and if you kill one of the seagulls he makes, a few seconds later he'll get angry and play noises more frequently

From my experience, sometimes he's super active, sometimes he isn't, But if he's super active there is a greater chance that he will start actually showing up, As in you will see him probably out of the corner of your eye but then he'll fade out and start teleporting around, I think it's just by chance but i haven't really figured out the way you get him to do that if there is a way.
