There is a folder called Localization. There are all the English lines, including all item descriptions. If you want to learn the rarities, you can go to the folder called Items, this is where the png files are. If you want to find an item you see in the sanctuary, you can open the respective folder in Items (blue = common, green = uncommon, red = rare), find there the name of your item and find it in Localization.

I know this isnt a wiki, but what exactly is "Diminishing DR" and what does it do? I know its not a damage reflect, so is it some sort of damage buff?

That's damage reduction. Diminishing means that it becomes worse and worse. Example: 10% dr, 100 damage turn into 100 * (1 - 0,1) = 90 damage. Having 10% and 10% makes 100 * (1 - 0,1) * (1 - 0,1) = 81 damage. Adding 10% more leads to 72,9 (almost 73) damage. As you can see, the reduction slowly becomes worse and worse.
