Pros
Cloak drain is reduced the more you walk
Places a outline of a person on the enermy team that is within 3 control points
If you are 2 control points away from the person using special key(mouse 3) will begin a teleport effect. This will take 4 seconds to activate and will only go for the enermy closest to you. If they walk out of range it will deactivate the effect and will have to wait 10 seconds. If it does work you will teleport to them you will be cloaked instantly and gain a 30% speed boost, you can also walk throught enermys while this is happening(not sure if to make it so you can walk throught damage or not but you wont be set on fire or get jarate on you). after you uncloak (from it fully draining or uncloaking manually the effects will go away but you uncloak silently.30 or 40 second cooldown
Cons
Cant get filled up at despencers and gives only 50% cloak from anything that gives you cloak (This means you will get half of what it will give you if you had stock and only 7 cloak on hit from l'etheral *not sure if spelt it right*)
Regens at half speed
When the ability is ended (either by uncloaking or not working at all) the cooldown to use it also cant let you cloak
This would be a weapon that pinpoints players and let you wander round the map but you have to pay the price of it taking longer to use your cloak again.
When damaged, you switch places with the person doing the damage, charge used up
OR
Uses up charge when out
+50% cloak recharge rate
+10% damage resistance while cloaked
CONS:
-10% cloak, de-cloak and disguise speed
-15% movement speed while cloaked
EXTRAS:
#Cloak gives you a speed boost when depleted
Perhaps, instead of reducing the Spy's speed while cloaked, why not reduce his default speed by 15%? This would bring his speed down at 85%, which is slightly faster than a Soldier and slightly slower than a Demoman. This would make him less agile and more vunerable when defending himself, not to mention it would make him even more noticable while he is disguised with such a handicap (anyone with minimal experience playing TF2 would recognize a teammate moving slower than usual as a Spy in disguise; that's why good Spy's avoid disguising as Scouts).
So, what kind of benefit should he recieve for taking such a risk? Well, instead of recieving a speed boost when his cloak meter is empty (which would be inconvient and impratical), he should be rewarded with one of the following:
- (A) Recieve a substancial speed boost while cloaked (say 25%, so he is 10% faster than he normal is)
- (B) Match the default speed of any class while disguised as such, including Scouts and Medics (which move at 130% and 107%, respectively)
Either way, the Spy would recieve a speed boost for equipping this item, which inturn would allow more manuverability navigating on the battlefield, but would force him to be even more patient and calculating as he would be at a disadvantage if he errornessly places himself in direct combat with the enemy.OR
A 10% increase is movement speed is not really that much to begin with (try playing Medic with your Overdose in hand and a full Uber charge, since it is the exact same speed boost percentage), so it would only let you travel slightly farther than you could with the default Invisibility Watch, regardless of what revolver you have equipped (btw, it's called the L'Etranger).
Hmm...well I now can think of at least situation that gaining a speed boost for disguising as a scout (and perhaps as a medic) could be abused; if you were to be revealed to the enemy team and they began chasing after you, quickly disguising as a Scout could give you just that little extra speed you need to keep yourself just outside your enemy's reach, making you an especially frustrating and elusive target for Spy-Checking Pyros and Engineers. Plus, once you've put enough distance between you and your pursuers, you can draw out your revolver, fire off several shots, redisguise as a Scout, and continue to flee until you have regained that comfort zone and resume the process again.
So to address this issue, how about the following counter-stats:

1: While disguised you hold your weapon instead of the class you are (This is a bug i know but why not try and turn it into a reall stat or instead have it so spy holds a fake version of the weapon as the spy is disguised as like the heavys minigun looks mor wood like and with fists his hands are deformed or for a sniper rifle the barrel is bent?)
2:While disguised the spy gains the same movement speed as the person he is disguised as but he only gains this extra move speed if that class does not see him and when you select the disguise you cant change the disguise until its been 15 seconds.
