I was digging through the mod list because I was having the same issue, and one possible issue is that you don't have enough meld. The mod author said that you need 40 meld; do the research, and upgrade your foundry.

ive upgraded the foundry but i only have 21 meld so you may be right. ill update post if that works

I was having this issue, but searched through the .ini mod files and reduced the resources needed to upgrade, i think it very costly. Now i'm having trouble with the visual in the armory, the mec Trooper seems to collapse into itself, but besides that works fine
