Personally it doesn't serve a purpose at all.
I managed to swap it once as T but my team was spawn camping and CT was mostly bots, I don't see it being possible to swap in a full game.

i'm trying to find a good balance but I won't be able to please everybody unfortunately.
I'll probably reduce the time required to hold the USE button though, it's probably a bit too hard currently to do in real-gameplay conditions.
Right now the clock switch favors T side entirely, where as before it just favored CT at start but was still easy and safe to access for T.
Many players don't like the look of the CS 1.6 version either. Increasing the cooldown duration doesn't solve it, it can make it worse since it could be stuck for longer.
This was just supposed to be an easter egg, not a feature to be used like it used to. So I decided to make it more challenging by giving a chance to the other players (including the ones that don't want to switch graphics) to prevent another player from doing it (with the audio cue of the clock + the time it takes).
I agree that it makes it a bit easier for Ts because it's not perfectly centered but I consider this unbalance acceptable since it's actually also challenging even for Ts. Making it safe is the opposite of what i'm trying to do.
