Basically, Fork was originally run by the combine. Plans for a citadel were passed around internally, but soon the rebel forces grew so large that they couldn't build the citadel. The place was "blue rinsed," slightly inspired by Artemis Fowl series, where all carbon biological life dies, while keeping Combine synths and cyborgs relatively intact. Combine shut any train routes to the city, and blockaded the highways with fence.
