Referring to the neutron bomb parts, Fergus wasn't directly struck by a neutron bomb. It was, however, affected by deadly fallout from nearby, which would explain the irradiation of nature.
I stilll like your story though since it has good plot
Fork's residents would still be around after 20 years, willing to kill in the name of the irradiated town. The Roamer would be seen as an enemy of the raiders and the rogue automatons - the robots would see them as a 'trespasser', while the raiders would try to kill him/her for their own gain. The raiders expect to get some good loot off of the Roamer.
Luckily, there's an explanation for that. Be prepared for a wall of lore.
Upon the state of Alabama succumbing to Imperial American authority in 2046 as an entity of the New Confederacy, an isolated group of hardline communists named the Red Line saw this as a chance to attempt to reunite the state's population under their beliefs. The Red Line based themselves in the town of Fergus, using an abandoned factory as the main headquarters. They wouldn't dare to put themselves out in the open until the right time came.
Believing that the right time had finally come, they made themselves known in 2050. With the help of other underground groups, they spread their presence in the town of Fergus through propaganda. Imperial authorities would come to wage an ideological war against the Red Line by forcefully removing all traces of communist propaganda in the town.
When the walled-off state of Alabama was struck by a neutron bomb 3 years later, Fergus had already had half of its share of new Red Line propaganda produced for the month. The city, being affected by nuclear fallout, was evacuated completely - everything, including the propaganda, was left behind. The Red Line was unfortunate enough to stick around in the now-irradiated city, gradually declining through the years due to its members being attacked by rabid mutant animals and raiders.
