You most likely have other addons that are causing things to get overridden with faulty/incomplete content. Try temporarily disabling all other addons, restarting the game and then running the map. If everything works then, re-enable the addons in small groups so you can find out which one causes it.
I got did what you said, and disabled all of my addons excluding gm_fork, but the moment I loaded the map up, there is still the dreaded purple and black checkers.
I dunno what is going on with my Garry's Mod.
Many of the textures in the map are from HL2, which are included with GMod even when you don't own the game or have it installed/mounted. Those textures are used by almost everyone, so I would expect the same issue to occur in other maps, too. If that's the case, you should verify the integrity of GMod's game cache as described here: https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335
If it's not the case and the issue only occurs in this map, then I'm not sure what could be causing it. Maybe GMod is bugging out somehow because your PC isn't powerful enough, but I've never heard of that happening before.
Gmod's game cache is a-okay, and I did restarted after disabling addons. I have the same issues on another map, as well. The tornadohighway_2014 map also has missing textures and error models. Really, this is what gm_fork looks like in my game:

If it does, you'll have to do the same for the other textures. You can probably afford to just delete the contents of the entire materials directory, since it likely only contains files that were automatically downloaded upon joining servers. But you might want to back it up just in case.
Hm, okay man, I'll see if that'll work.
Oddly enough, when I accessed the materials files, all I found was spawnicons, temp, and vgui. There was no concrete subdirectory, nor there was any other subdirectories.
As a last resort, you can try uninstalling the game, deleting the GarrysMod folder from your steamapps\common directory and then reinstalling. Steam will remember which addons and other workshop content you've subscribed to, but you might lose some other stuff, so do this at your own risk.
