I finally figured out how to make JDAM's work right - use the GPS targeting, hit clear, hit select, then click the map, then fly towards it and press R to cycle until you hit it (or point the plane at it and press T).

The catch? You can't put it INSIDE a building. Right outside or on level ground, works fine. But if you try to place it so that the bomb directly hits a building, no dice.
