There is a bug with the plane that makes it so the user cannot change the loadout. As far as I know, this bug will only happen to planes that respawn. Another thing that happens, is the default stealth-pods animation won't work when a plane respawn.

EDIT: I think this bug only happens when testing missions in the editor
