My faction leader starts constantly converting others with autoconvert on, without cooldown.

I think this is maybe because of how the "Exalted priesthood" meme is implemented in "Vanilla Ideology Expanded - Memes and Structures"? Maybe all leaders have a hidden convert ability (with wrong cooldown when it's hidden) all the time with that mod, but it becomes apparent only when you pick that meme.
