The developer said that this is a Dark Souls refrence, just pointing it out now..

Yes it was the point. To be specific, it was Kibble's idea. The old concept art was more unique, and was designed to look more like Demoman's father than him (A literal Father Mask, if you will)

That said I found the design boring, and decided to change it to be more recognizable as Demoman, while still being recognizable as a nod to the original mask from Dark Souls.

A fun fact: The person who did the textures, Hippie, has never played a game in the Souls series, but added a suble line of tears from the mask's "eye". He thought it made it more creepy (which is true), but also inaverdently added a reference to Dark Souls 2's Pharros Mask as well!
