Just throwing some ideas out here:

Elster specific events could all be flashbacks to the different locations from Signalis. As you know in that game, items can be retrieved from memories. Thus Sierpinski memory events allow Elster to get useful stuff such as guns, ammo, and supplies. Penrose memories restore her stamina and reason. Rotfront memories give her weird items like forbidden books, spells, and ritual items. But that's only if Elster succeeds at the requisite skill checks. If she fails, she gets major injuries or curses.

Events based on Signalis's world building would be interesting. The Empress of the Eusan Empire was born somewhere on Earth/Vineta, so why not Shiokawa? In fact, she could functionally be an old god with a doom meter and special events. Another important aspect of non-specific events should be tied into Bioresonance research. Investigators can either sabotage the research to lower doom or aid it and get a boost their perception or knowledge.

Finally, different models of Replikas randomly appearing in Shiokawa and causing problems would make for a fun set of events. The common replikas are being rounded up, studied, and put to work in different locations like the hospital and police station. The more rare ones with bioresonance abilities are hiding in locations like the mansion, forest, and village.
