I haven't been able to obtain a single one during normal play with over twenty orbital traders going by with none in stock. I resorted to using dev mode to spawn another fifty or so ships with no luck. In fact, I used dev mode to spawn quests to see if it was possible to obtain them at all. Out of 150 spawned quests I got one quest for 2 quantrons. I'd ask to be able to break down existing weapons but even then I've only ever rarely seen them on imperial troops.
As it stands, they're so rare that I doubt people will have an opportunity to make more than one or two in a hundred hour colony if they specifically hunt for them.
Actually, would it be possible to have a Vagar orbital trader? It would seem on-theme for their forge ships to wander through the system once in a while to trade.
In any case, with the high amount of Vagar items that are now in-game making a dedicated trader is a good idea, I will implement it.

This depends entirely on whether I manage to integrate them into CE well enough. I'll need to take a look at the code to see what I need to do.
