Yes, that's a good idea. Or maybe make the blood appear when Halloween is enabled on the server? (I don't know if it's possible, tough)

i think it would ruin the halloween theme if one could use just the hood or just the blood, but that's just my opinion.
i would keep it as it is because i wouldn't mess with such a good item/idea/theme/whateveryouwannacallit.
