Ran some more tests, nothing worked so far.
But the issue seems to also be present in the original collections that this one is merging.

Therefore it will be quite difficult if even possible to fix.

You should still be able to craft those implants after completing the right research. I don't have the time required to test this right now.

The mod description seems outdated, you'll find the implants in the Laboratory just northeast of Mongrel.
There you will find vendors that sell those.
