So I guess you can do whatever it is you wanna do here ^^
Just remember that this collection has a nude patch (that can be removed, check the description) and since I'm not sure what you are talking about it may or may not have an impact on your project.

Underwear tops and hand wraps
Underwear Restored
Looking a little more closely it does look like the YAKNM - Collection Pack handles this to some extent at least in terms of updating additional shirts/pants/armor to use the underwear bottoms from Underwear Restored, but maybe not in terms of distributing the underwear items to new NPCs that might need them. I suppose if these mods not applying to characters added by mods was a big problem and there were naked characters running around everywhere more people would be talking about it given the popularity of the nude and underwear mods.
I'm kind of tempted to patch Underwear Restored to use the tops from Underwear Tops and Wraps instead because I just do not like the appearance of the vanilla wrap at all (getting rid of them might be the #1 appeal of the nude mods, actually) but that may be biting off more than I can chew depending on the scope of what I would need to change, I'll have to take a look at the mods later to see.
It seems that "Underwear tops and hand wraps" already distributes its content among the different factions and the YAKNM - Collection pack does the same for "Underwear restored".
Indeed I don't see any mention of UWE or Kaizo added factions there, so maybe those don't get underwears. Then again, as long as these characters wear pants, no one would notice.
As I understand it those underwear mods are here mostly for immersion, and I'm not sure that it would be worth the time needed to patch every added faction.
But that is up to you to decide that, have fun either way ;)
