Con's:
-50% Sandvich Heal thing. HOW DO I SAY THAT IN WORDS? CAN I EVEN ENGLISH?

However, Would this affect the speed of the Gloves of Running Urgently?

How about 10% slower attack rate and 20% damage increase, or something similar to that?

i think this and the gloves for this set should both give you jump height while active/under the effects of, so much it could almost be a winger double jump height
but the extra move speed could work too and i like the reduced heal rate

Dropped Paste Tubes only heal 30% of HP (small health kills heal 20%)

Only 80 HP Healed On User

I would just add a faster eat time, but this is exellent.

+ You take -25% damage while eating
- You are marked to death while holding it in hand

Increase damage by 20%
Once eaten must get another one from resupply locker
Gains Mini Crit if HP is 50% More
Gains Crit if HP is 50% Low
Gains 10% Speed
- 50 Max HP on wearer
