Make manhacks transfer info to cops the same as scanners do (Would be nice if airwatch was transfering info too)

If this enhances rebels ai too, it would be cool if rebels were hiding more and tried to wait for combine to come first instead of going to them (Maybe changing some stuff in ChaseEnemy function can work idk)
