The original iteration of it was moreso leaning into the idea of that they were more of a student/apprentice type of thing, that they had their head stuck in books and weren't outside.
It could have the -intrigue removed, but then for balance would need it's cost increased in the ruler designer, I think being literate should equal at least a +2 in learning VS just +1
Additionally it seems to be rarer, 5-20% to be "literate" and something that took quite a lot more of an investment in time/money to do, so the idea being it left less time "outside" and for the ability to do other things...
Perhaps a -1 to Martial would be more reflective of that
