Update. I examined the file and directly edited the quests. My initial assumption was correct, quest_target_troop was set to -1 because I accepted the quest while there was no owner.
I first tried just changing the NPC and other values using a previous save file I had from the 0.9 version as reference. Unfortunately, (quest_target_party) is a different number between both versions so it did not work correctly. I imagine if I did everything correctly the quest would have worked properly but I did not feel like making a new save file and finding the right numbers.
Then I just changed the values for progression and start_date to 0 in hopes that it would be erased from my quest log and reset. This worked and the quests were removed from my log. I reaccepted the quest from the Adventurer NPC and so far it seems that the quest is functioning normally. Will update if I run into any further problems.
Here are the examples of what my save file is showing in the UI after restarting the quest if anyone else runs into this problem or a similar one with any quest in the game. Just set progression and start_date to 0 and you should hopefully be able to restart any quest. Note that revolution in vinica is tied to two quests, qst_meuterestadt_quest and qst_talk_to_lord_town so I had to set both of their progressions to 0.
