From what I can tell, leaf bombs seem to make enemies briefly attack each other. Aside from that and a tiny amount of damage, what is the point?

I burned through two stacks throwing them directly into huge groups of tightly clustered infantry and barely took out anyone. From what I read these things were supposed to wreak havoc: Am I using them wrong?
