Paying to lvl up troops
Before the v1.0 update I was playing as a toldorian kingdom(but my save is lost now) but now I starded a new campaing I realised I need to pay my maccavia troops to lvl up while I was playing as toldorian I didnt need that. Do I need to do something to not pay upgrades or this is exclusive to toldirian faction?

having not played in a while and dont remember playing that faction, paying to upgrade units is pretty normal. youre paying for the gear they need to go along with that tier of units. if you didnt have to pay for upgrade it was probably a bug.

Payed to levleup other units just toldorian units were free to lvl up

It used to be a small feature (only in 0.99) to make otherwise rather weak Tolranian faction more attractive in a different way.
Since they got heavily buffed in 1.0, that feature was not ported.
