The tools are really common in the Dwarven capitols and the Hakkon capitols. Velvet is fairly common in the Drahara and Elintor, but is still rare to find. If you need to find it just make a weavery and dyeworks in the Elintor because one of the towns (I forgot which one) allows you to buy silk for extremely cheap.
