Well, technically you would be right, but if there is a star near the bottom saying 'this is fully compatible for the game' then sometimes in the description it lets you download it. This doesnt make a new thing, but rather replaces something else. Of course this doesnt happen nearly all the time, and when you download it it is purely cosmetic, doesnt change gameplay and other people still see it the same. Unfortunately, this mod doesnt allow you to download it :(. I hope you have been enlightened,

That star is actually irrelevant. It just means that it has gone through the in-game importer (which this one has not, because the importer for animations does not work at present). It's entirely up to the author to make it a replacement download within the TF2 workshop

You dont download it. The creator has not made a mod for it (and probably won't).

you have to upvote this, if valve improves it then it gets in-game, you can't download it that wont do anything it is up to valve

I'm a Canadian, and I learned pretty quickly that you can't download most things in the TF2 Workshop.

All the people asking for the download have no information saying they are American in any way. One even has a private profile. You are the only American I see talking about stupid Americans. You also didn't Capitalize the word American.
